Yes, and he's the great deceiver and manipulator. Like he says, he only inspires the weapons, he doesn't force them to use them.
I think she is a being of faith or rather hope. She sees possibility where others only live in fear or pragmatism. The great thing is none are painted as the wrong way. But she has the ability that allows change and growth, not just physically but mentality wise. It justifies her hopeful nature and makes her a true classical hero. And like every great villian he doesn't want to simply defeat her physically, but spiritually also. Break her will, snuff out hope, create an armistice simply so he can undermine it and prove how fruitless it would be, perpetuating the continuation of war.
